Urban Haze

OOC: In the city of Toko, gangs run rampant. Thugs and hitmen overwhelm any attempt by police to tame their growth. There are only a few remaining non-corrupt officers on the force. Even the highest levels of the government are corrupt.

I challenge you to join this city on some level. Be a policeman, corrupt or non, a gang member, an official, or a gang leader. Here are some of the largest gangs. If you want to be a leader of one of them, just PM me and I'll edit this post placing your character name as the leader. There are three major gangs (for now). I also will allow you to make up the name for the two gangs I'm not in.

You can specify the unknown information to me. Your member count cannot exceed 5,000. When the two open gangs are taken, don't worry. You can make your own gang with a 2,500 cap to your members. You can also become a member of any of the three gangs if you so wish.

A note on the number of members. The three largest gangs have their leader and 4 more ultra powerful members. Everyone else is a random NPC who can easily be dispatched by an RPer. Anyone who makes their own gang can have their leader and up to 9 more ultra powerful members. To become an ultra powerful member of an existing gang, you must defeat an existing ultra powerful member.

A note on the reach. You cannot make overly obvious changes to national legislature. Small changes and laws are fine, as are unknown laws as long as they don't over reach.

Bio: Raize grew up in the streets, joining AR at age 7. He slowly rose up in the ranks, killing his way up the ladder of power. By 15 he had become one of AR's Lieutenants, and by 16 was the previous leader's right-hand man. When the leader died last year during the cities largest turf war to date, Raize assumed command.

IC:

Raize was seated in his office with his feet propped up. He was impatiently awaiting the arrival of his Lieutenants. He was planning to begin movement tonight, but he needed his Lieutenants to act as the front men. Tonight is the night it begins.

His hair's brown and his eyes are amber. And yes, his hair is supposed to be longer on one side then the other.
Personality: Very Loyal. Will do anything to protect his companions. He's kind of standoff-ish and cynical but has a kinder side as well.
Weapons: 2 handguns. Mostly uses hand to hand combat when he has a choice. Relies on speed not power.
Bio: Just started fighting not to long ago so he doesn't have to much expercience. he has natural talent so that's what has kept him alive and moving up in power. Right now he's content with being a Lieutenant in AR (if this isn't okay then I'll change it). He doesn't like fighting very much but will fight when he needs too.

*Asrun knocked quietly on Raize's door before entering. When he walked in he looked at Raize for a moment then lowered his eyes and looked around the room as he spoke*

"Sorry I'm late...but it was kind of short notice....Anyways, what do you need?"

*He said this polietly but boredly. He knew that he was probably going to end up fighting tonight. An idea which he wasn't looking forward to.*

Practically jumping to his feet, Raize looked up at Asrun. He had gotten ahead of himself in his plans, and his mind had wandered.

"Good, Asrun you're here. I need you for the first part of the plan... I need you to come with me to the North District. We have some business to attend to. I'll need you to round up about 30 Gunjins (basic gang member of AR). Meet me in the lobby in one hour."
Raize saw Asrun out and then went back to his desk and picked up his phone.
"All is going according to plan? Good. Notify me if any changes occur. Phase one must go smoothly to ensure the rest of the plan."
Raize hung up and steepled his hands. Everything was running quite smoothly.

[Dusk]

*Asrun sighed and leaned against the wall outside of Raize's office as he pulled out his phone. He began calling gang members he trusted, ones who had been with the group for a while, skipping over rookies. After about 45 minutes he had contacted everyone he needed. He left the building quietly and joined the crowds on the streets. He moved through the expertly, avoiding people as best he could. When he finally arrived at the meeting spot, he saw that noone else was there yet. He moved over to a low wall and sat down on it, waiting for the others.*

Raize watched from a distance as he waited for the Gunjins to arrive. After a sufficient amount had arrived he finally approached.
"Alright. The reason we're meeting tonight is because a smaller gang has tried to move in on our territory. Word has it they're pretty powerful. They managed to take this area with only minor trouble. We're taking it back. I want you to organize into six teams of five. Use your comms to tell me if you run into anyone. Asrun you come with me."
Raize waited for them to organize and then signaled different locations for them to infiltrate. He signaled to Asrun to follow him and went up the stairs on the side of the building. He opened the door and found something that wasn't supposed to be there. The entire gang was waiting for him. He entered slowly and walked to the middle of the floor, his hands in his pockets.
"So you found him out... Mind if I get the body back? His family will want it."
Suddenly a body landed in front of him. It seemed that was the signal. The gang rushed him. A combat style gang, huh? I'll play. He grabbed the first member to reach him and snapped his neck.
